Mobile carriers share public IPv4 addresses among many subscribers through carrier-grade NAT (CGNAT). RFC 6598 reserves 100.64.0.0/10 as shared address space for it. Cloudflare says one address "may represent hundreds or even thousands of users", so sites are careful about blocking it.
