3. **Verified cells only:** prices that conflict between sources, or were not re-verified, are left out. This removed Bright Data, Oxylabs, Webshare and ProxyEmpire prices.
4. **Promotions:** promo codes and automatic discounts are excluded.
5. **Median:** the middle value, or the mean of the two middle values when the count is even. A script computed every figure on 2026-10-05.

## What are the limits of this index?

The index is small and measures list prices only. Each residential checkpoint rests on 4 or 5 prices, so one change can move a median.

- **No performance data:** the index measures price, not speed or success rate. Proxyway's US test covers performance.
- **Different targeting:** a $1 price with a targeting fee and a $4 price with ZIP included sit in the same column.
- **Mixed billing:** pay-as-you-go and monthly plans are compared on price per GB, not on expiry rules.
- **Negotiated prices:** enterprise contracts are not public and are not counted.
