Websites are slow to block T-Mobile IPs because one public address can carry many real subscribers through carrier-grade NAT (CGNAT). RFC 6598 reserves 100.64.0.0/10 as shared address space for this kind of NAT. Cloudflare wrote in October 2025 that one public IPv4 address "may represent hundreds or even thousands of users".
