Mobile carrier IPs are shared by many subscribers through carrier-grade NAT, so blocking one address can hit real users. RFC 6598 reserves 100.64.0.0/10 as shared address space for carrier-grade NAT. A single public IPv4 address "may represent hundreds or even thousands of users", according to a Cloudflare study from October 2025.
